Before herbicides were available it was the tenet's responsibility to control the weeds. Nothing has really changed today. It's his responsibility and cost whether he cultivates or uses herbicides.
AMEN. That is the truth! but heaven forbid that anyone puts a cultivator on the ground anymore because someone would say it causes erosion.
