The crp payment doesn't have to go to the landowner. There are a lot of tenants who get some of the crp payment if they were renting the ground when its enrolled. I am surprised by how much some of the former tenants get. I have looked at several crp farms for sale, and a couple of them the tenant was getting as much as half. 1/3 is very common if they had the farm rented on shares when it was enrolled.
