Maybe now that the EPA has spoken they need to adjust their Rins before the end of the year. How, I don't know.
Maybe they anticipate much higher gasoline useage next year (low price of RBOB) and they need the full capacity over time to meet the demand. Didn't they have trouble producing in the cold weather last year?
Maybe there's a bookeeping advantage going into the end of the year?
