I would guess because most concrete goes to government jobs. I sit on a drainage ditch board. We just put in a new concrete bridge, we could hardly get a bid for the work let alone worrying about concrete prices. They were all too busy with govt jobs. The amount of concrete in a grain bin or shop or new home is spit in the wind compared to new roads schools etc
