In the long run, it is cheaper to keep pumping at a loss rather than shutting down. It is more than just flipping a switch. Equipment need to be cleaned and purged, there are environmental issues, they still have a fixed overhead, etc..... Plus they potentially lose experienced, qualified manpower that you will need for an efficient restart.
