To add to what has already been said, you can remove the governor housing from the pump without removing the pump.  But I can't remember if you can change the leaking seal that way.  I do know that when our 3208 was leaking from the line by the fuel shut off, I plugged the vent line and just ran it as if that housing was supposed to be wet, worked fine for a long time.
