that tee handle screw is only for bleeding filters and fuel system and only dumps fuel on ground, not back to the tank. Open that only when using that junk hand pump. You have a governor seal leaking air and fuel, will have to take to fuel shop to fix, kind of a problem for all 3208 cats.
