It's saying we would like your corn now. The game goes like this in areas with surplus. Offer a little more now to shake some loose. If that doesn't work then they offer a little more to encourage farmer or commercial sales. I think commercials would be the last to blink due to the spreads still being somewhat favorable. Because basis is local you need to decide if that offer is good for your area and corn supply.
