I disagree. Development potential is a very real part of some properties' value. It's not a gamble to figure extra value just for the potential, the gamble is in how much extra value you add. There are some places where development is so imminent that buying at a slightly increased value over regular farmland is a little bit like having the chance to bet on Secretariat when he was 100 yards from the finish line. Finding a deal like that would be pretty rare, but I wouldn't pass on one just because someone might think it's gambling.
