Like I and some other posters suggested, give your son limited choices, count to three if he hems and haws, and then you make the decision.  If he whines and moans, tell him he has another choice--to stop when you say "3" or go to his room and scream as loud as he wants.  Always make the choices your desired one and one that makes your life easy and his not so comfortable. 

Another one of my favorites is to use after my son made the choice and he started arguing is--"what did I say?!" in a firm, low-tone voice. If he still argued, I'd repeat the same phrase.  It usually stopped after the second time.

A suggestion with the ketchup-- get a small squeeze bottle, fill it with the stuff and let him squeeze it out himself. 

Caution: just when you think you have everything figured out, he will come up with a new opposition.
