The attached charts show that national corn yield residuals (final yield - trend yield) are not correlated with Pennsylvania corn yield residuals. For example, the charts show that 2012 national corn yield residual was more than 30 bushels/acre below national trend yield, but PA area corn yield residual for that crop year was at PA trend yield. I think that confirms your supposition, and demonstrates that ONI, or AMO, or PDO do not forecast corn yields for all corn growing areas (one size does not fit all).
