I would suspect that the Eastern US is influenced by weather coming both from the West (Canada) and from the Atlantic. The western corn belt is far enough from the east coast that storms and the weather don't penetrate into that region as much. In addition you'll notice how the corn belt precip and temp are negatively correlated. Air masses lose their moisture coming over the Rockies, dry out, warm up and dry out the Plain States.
