Likely simpler to use an add-on pwm solenoid valve. You just need a pair of NPN MOSFETs and resistors to run the valve. Simplest setup is 12 volt to solenoids and MOSFETs completing the ground path. Your Arduino can directly control the MOSFETs with the pwm output. You just have to tune your valve response.
