Have him read books that are on his reading level, not his grade level. This will help build his confidence. If a book has ONE new word, that is enough. This will help build his speed and fluency with words he knows. Take turns reading and model how to sound out words. Practice rhyming words--make a game out of it when just talking in the car or before dinner. Can he skip the word and still get the basic gist? Does the rest of the sentence give him a clue as to what the word might be? These are good questions to ask. Read to him every night and other times during the day too. Point out the words.

These are things that I have used when tutoring.

Good luck. I know this is frustrating for the child and the parent. See about the school's resources. Is he able to see a reading specialist?
