Sometimes I think, maybe it's all about control. Depending on how pessimistic you are, it's not too difficult to detect a polarization in society between the haves and the have not's. Further, you might be able to visualize the haves imposing a sort of passive control over the have not's. Smoking in public housing might be just the tip of an iceberg of restraints on a segment of the population. Not too hard to imagine banning all firearms on the premises of the residences of public housing developments, is it? I suppose the list of restrictions could end up being quite lengthy. Why limit it to those that live in public housing (the "Projects")? Why not impose restrictions on any dwelling that receives any federal/state/local aid either directly or indirectly in the form of subsidized payments. That would cover most programs aimed at low to moderate income housing like HUD/FHA as well as those sold on the secondary mortgage like FreddieMac/FannieMae that are essentially guaranteed by the full faith and credit of the US government.

I guess it could be the "back door" to curtailing the constitutional rights of a segment of the countries citizens. Social engineering isn't always done through the voting booth, or from a pulpit, or at the end of a bayonet. Sometimes it can be effected through more subtle means.
