North Central Illinois | The owner of the housing, which in this case is the government, is well within their rights to declare public housing non-smoking. I have no idea how it would be enforced.
If you want to smoke in your car or on your private property, knock yourself out. Other than that smoking has no place in this day and age in a public place of any kind. | |
