Oh now, down here in the Republican Valley our water allocation has been 9" per year for several years now. We have all adapted and became better irrigators. Some of the poorer land gets idled and the water pooled to better land. Flood irrigation became a thing of the past. But, we survive and are growing some of the best yields ever. And there is still all crop production. This is in about a 20" average rainfall area.
In the least water meters should be required statewide. You would be surprised how much water you could save from pumping if you just knew how much water your pumping.
