Under rotate and you will get seed on top, over rotate and you well cause excessive wear to the boots.

This is a myth that originates in the JD Owner's Manual.  All the square tubes (aka rockshafts) do is compress the big coil spring on each opener.  In no-till conditions, it is often necessary to rotate the rockshaft beyond horizontal by as much as 15 or 20 degrees.  If the frame lifts, add more frame weight. 

This often equates to 1200 psi or so.  Softer soils will need less.
