You don't want to do that, nor do you want to tell them what to do. Just stick the money into strobes and call it a day. In Wisconsin it is now legal to pass anything moving less than half the speed limit in a double yellow if safe, however the latest laws exempt AgCMVs and IOHs from this law making it illegal to pass them in a double yellow. That is the case in Mn - If you suggest or tell, you become more liable when/if an accident occurs. Have strobes or flashers to "warn" gets most of the liability off your back - or at least here in Mn. Same with driving on shoulder - Here, it's illegal, even if you are slow. Drive in the driving lane and over lap to should as needed for width vehicle/machine. Edit: for clarity
