A fine of $25 for each SMV improperly displayed on equipment or used as driveway markers ect. Supposedly any "implement of husbandry" is not to exceed the 25 MPH speed limit or it becomes a vehicle and must meet DOT regs and be registered and have license plates which also means you have to pay sales tax first. Yeah right, so much for all those fuel tenders running around with-out plates or placards. Steve
The answer is going to vary state to state.  Illinois law is very picky about rotating and flashing lighting ... most of which are somewhat ignored when amber lights are used.  Unless you get a LEO or DOT on a power trip they tend to see you are trying to make the road safe and let you go.

The "implement of husbandry" thing gets murky.  We have a seed tender I wanted to title and license. The manufacturer would not provide a certificate of origin or a title.  They said it was an implement of husbandry and was exempt.  The fact they were used by seed dealers to make deliveries and being pulled down the interstate by their dealers didn't phase them.

ATV's/UTV's gets even more interesting.  but that is another topic for another time.
