I wouldn't, you are encouraging them to pass. You don't want to do that, nor do you want to tell them what to do. Just stick the money into strobes and call it a day.
In Wisconsin it is now legal to pass anything moving less than half the speed limit in a double yellow if safe, however the latest laws exempt AgCMVs and IOHs from this law making it illegal to pass them in a double yellow.
