Unfortunately that doesn't seem to be the way it works. Those landlords will probably give the no-pay renter another year just so he can make enough to pay that higher rent he was promising them. If they get burned a second time then maybe they'll offer to rent to you at a lower price (unless another high flyer comes knocking at their door promising higher rents).
