Stop government subsidies on crop insurance. Crop insurance is a major culprit of consolidation in farming. It allows anyone near zero risk to get as big as they want to. If we didn't have it there would be more risk forcing higher returns and farm sizes to be much smaller. Some acres wouldn't be farmed but the majority would be much more profitable
