I don't assume that something is the lowest quote, that's why I have a telephone and don't buy everything from one place.  Of course there are different price structures, should the guy who takes a whole pallet of product cash & carry and puts it through his own sprayer pay as much per unit as somebody who calls in for 5 gallons of the same product to be applied with the retailer's sprayer?  No.
