I can see the point that some farmers take on more and more land, greedy, and can't get it in so they just claim insurance.  There is also the case for not having a chance at all to get into the field no matter what, too wet.  In the first case, PP shouldn't be acceptable.  In the second, it should.  Thing is, too land to farm in an appropriate amount of time is different for each of us.  The large farms will get most of the benefits anyhow, not the smaller guy who could use it the most.
