You should be able to grow cotton in your area with the low humidity, long warm days and cool nights. However, you would need to plant the cotton in a greenhouse about March 15 and move the plants to the field when the soil temperature is over 65 degrees. Now, don't ask me where you can find a cotton gin in your area!
