Not sure on the measurement part of your question. The couple of times I have figured stairs, I googled and found a calculator and directions on what the relation of rise vs run should be.
Can you put a landing part way down before you hit the ledge and turn the steps 90 degrees to get the rest of the way down to the floor? Then you might be able to make your treads longer.
