There is common sense in the NRCS, its at the field office level for the most part. Problem is most rules are made in Washington DC and we know common sense escaped them long ago. That's a thread for the boiler room. I couldn't do this enhancement for the same reason as you. I moved on and found some other ones that fit. It is what it is and nothing we can do.
