One of the things that makes me cringe is the phrase "best management practices". These are the approved practices, but it's really a narrow minded and arrogant way for the powers that be to tell all of us that we could not possibly have any better ideas. (Edit: I'm not involved with this specific program, but have seen plenty of that mentality elsewhere.) I'm guessing whatever you are doing is something they've not thought of or understand.
