The dual rent of cash on one and shares on the other. That way you add an uninsured party to the lower tracts and the upper tracts now stand on their own. No need to pay for flood insurance on hill ground.
No, it is not unethical. You should only have to buy insurance on what you want. Putting a hill piece in with a bottom field is unethical on the insurance side.
