I can't address the beef ration scenario but for the dairy as we are 26percent is the ideal moisture.there are various ways this can be handled.we did it with shelled corn in an oxygen limiting mast-leply silo augered it to a automatic roller mill and have a supplement metering bin to add protein to the ration.i have had corn ferment very well down to 21 percent moisture.this has worked very well for us.this can also be done with whole ear corn by running it through a grinder-roller mill-blower into a silo of some sort or into an agbag which some do. hope this helps
