Could the splice be overlapped the wrong way on your new belt? If it's an overlapped splice, it should be lapped so the cut end nearest the pulley drops off the pulley rather than hitting the pulley on its approach.

Tight enough to just turn the boot pulley is NOT tight enough. I go by the "one thwack" method.
