If you have used all the takeup, you will have to shorten the belt. If it is spliced by the cup bolts, just take out a cup worth of belt or two.

Gravity does amazing things to a belt once it gets hanging. It will keep working better for a year or more, just from gravity working on it.

As far as tension, as long as the boot pulley is turning, it is tight enough.

The belt wants to track in the center of the pulleys, right? The trunk is plumb? Belt not touching the trunk anywhere?
