Got any suggestions how to replace the clutch brake lining on one?

I have an 84 model with the two stick trans. It has the bracelet style brake lining that opens up at one side and snaps back closed. Looks like pushing the pedal all the way down should lock it, but I cannot get it all the way closed.

I got under there to see why it wants to grind every time I put it into the first gear to move it and discovered the clutch brake lining laying in the clutch housing. Looks like it would snap back around the main shaft, but I cannot manage it somehow.

Got to be some trick to this.
