Plenty of hybrid wheat on the market, but no GMO wheat yet, other than in the lab.
There are some effort to get a stem rust resistant GMO wheat for countries where this is a big problem, as it could be faster to get a working solution in the short term. It does not preclude getting stem rust resistant wheat from other conventional methods in the long term, if some think it's really necessary.

No, GMO or genetic engineering means exclusively gene/DNA splicing and recombining. There are several methods to do so, like shooting bits of DNA with a gun or more modern and more precise methods, but irradiation is not one of them. It only brings mutations, that then have to be grown and studied to see if it's any good.
