+1 on the rye. Drilling or VT after broadcast will be best, but aerial seeding will give it a head start in growth. Don't be scared of the rye. I was a little nervous myself, but beans look the best this year where the rye was the biggest when I killed it this spring. It was easy to kill, and no problem to plant into. If you are set on oats, I would aerial apply by first couple weeks in September. I used them once before corn in standing soybeans. They looked great, but an early cold spell did them in.
