That could be calcium deficiency. It can look like growth regulator damage in soybeans. Last year I had a small pile of silt that was dug out of a collection basin on the edge of a soybean field. I planted over the pile but the beans on it looked like yours all season. The silt soil tested below 5 pH and very low in calcium.

I would recommend liming your ground before trying soybeans again.
