Optimum management of the 4 Rs (i.e. right nutrient source, rate, timing and placement) and other management factors reduce the likelihood of N loss through tile but soil type and weather are also big factors that can trump management.

Joel, I'm sure you are familiar with the management practices published by Iowa state that show different practices and their potential to reduce fertilizer loads in both N and P. And if I remember correctly, the 4Rs will definetly help, but get us nowhere close to the 45% reduction they are shooting for. It is going to take buffers, bioreactors, cover crops, and other practices to get a significant reduction of nutrient loads.

The environmental groups want us to believe the 4 Rs will solve the problems, reduce the rates. It will fail in getting the water quality cleaner.
