Looks like deer to me but at least they left a viable plant based on what I see.  They get ours a lot as soon as they come up and that's it.  We've replanted about 75 acres due to deer this time with quite a bit being 10% or more of the farm with two over 20% and another almost 50%.  Doesn't count the 30 acres or so of drown outs or the places where they were thin due to heavy browsing and judgement call was to leave them and hope they eat the young replants when they come up to limit the damage.  We had some vole and groundhog damage but they are different than in your pics.
