Not if you have a policy in the county already. They have never asked me if you had it rented by a certain time or to prove when you actually signed the contract. IIRC I've taken PP 2 maybe 3 times in the past 20 years, never on everything just isolated fields. So,,,,, it may not be 'ethical' but I'm sure someone could pull a PP if its been wet and others in the area are claiming PP.
Right, not sure how it works either but the system works that way and that's the way money is made if you could do it. Not saying it's right or not but neither is GE not paying federal taxes. It's the system setup.
