Check for small rock at bottom of Venturi cup. You can stick your finger in from the top and most of the time you can feel it. It can be something other than a rock like a lump of peat based inoculate. If it is a rock,try taking a small stick with something sticky like a little ball of tar on the end and go in from the top and usually you can make the tar ball stick to the rock long to fish it out. I had one doing the same thing the other day and turned out that it was a piece of dirt . Just had to take hose off Venturi and broke it up with screwdriver. If your hose is plugged, take a drain snake and run thru it. I had a frog in one of mine once.
