Structure, to me means that it is an confirmed area where either buyers or sellers showed up and made HH's or LL's. Once they make a HH or LL then the last confirmed area that they stepped down or up at is confirmed and that is where they will likely be found again if price reaches that area. Remember...relative,relative,relative. If you're watching a chart and are looking at the small swing where buyer or sellers show up and you will expect them to show up there again, it may not happen. The reason this happens is because those small swings were busted by the larger swing. Here are a couple charts of what I'm talking about.
