I just flat do not believe 2012 claims did not exceed 2012 premiums nationwide. I don't doubt at all that you seen or heard it.
In fact, I doubt the number was even close. I would estimate the amount of claims paid out in relation the amount of premiums to have been a catastrophic loss to the crop insurance program as we know it if it had been privately financed.
