Dunno.... That doesn't sound like any fun at all for a dozer.
Think I'd try a european moldboard plow with a long frame so it's got lots of interbody clearance. If that seemed to work OK then I'd run the bushog over it to knock the stuff down and grind it up, then plow it.
If you bushog it first and find you CAN'T plow it, you've got a problem then. Dozer isn't going to do much with it. A hoe with a hydraulic thumb might work well IF you can grab the crap and yank them out. Might not too...
Other option is a Rome disc (heavy, heavy offset) and just keep grinding on it until it breaks up, or a Meri-Crusher... The Rome would be relatively cheap, the Meri-Crusher... not so much.
Actually, the Meri-Crusher would probably do the nicest job. It's just the expense.
