If you have well-designed spoked closing wheels, then drag chains aren't necessary.  Drag chains are mostly "feel-good" devices that hide a poor job of sidewall breakage when you could still do something about it.

Granted, a couple closing wheel designs fling so many chunks of soil out of the row area that something needs to be done to drag them back into position.  Again, this is flawed design of the closing wheel geometry.
