you are correct... the urease mediated hydrolyis is mostly extracellular.

nitrate containing fertilizers like ammonium nitrate normally result in faster N uptake than urea which can be valuable in some cases but the persistence of the ammonium from urea in cool environments is also valuable.

the potential for loss when left on the surface is certainly higher for urea than ammonium nitrate.
