The FED is not currently controlling the long term rate... but that is precisely what is undertaken with their QE programs. They buy the long end of the curve securities primarily. Operation twist was explicitly about selling short maturities and buying long ones. They were the largest party on the bid for long securities by far during the tenure of the program.
