Yes, it should be sending voltage out to the solenoid. Pull the EIC out and see if you can figure out which wire is going to the solenoids. I don't know which one is should be specifically and your display is probably different anyways.

You can unplug both and use you DMM to find which wire is running from solenoids to EIC then see if EIC is putting voltage onto that line. If you can't find a wire make sure the wire going away from solenoids isn't shorted to ground. If you still can find it you may need to start pulling more stuff apart to trace it. If the EIC is sending voltage the wire is your issue. If the EIC is not sending any voltage but it's receiving voltage from seat belt then it's likely a fried EIC. Don't know how the newer ones are, older ones failed a lot but did not have the unlock button.

The only other thing is the service/run switch did you check it's position? I'd have to look back at how it interrupts the lock solenoids when it is in service mode. A bad run/service switch could possibly be your issue as well.

Just to be sure, you did check all of the fuses correct? Regardless of what they say they are for? There aren't a lot of them, just the few up top on right in cab which is where service switch is at and the two banks in the engine compartment behind cover with wingnut.


Just read the original post again, are you sure the service/run position switch is in the "run" position? What you're describing is exactly how it's supposed to act with it in service position. The lights are supposed to flash like that even if the sensors are working. If you are getting power to the EIC from the seat sensors then they are good. The service/run in service will not allow controls to be unlocked even if you have seat belt fastened. Try the switch in both directions to see if it makes a difference.
