How does it act in service mode?
Seat belt switches go bad enough as do seat switches, safety interlock and the boards themselves. Then there's the occasional rubbed wire.
I'm not at the shop but do have a service manual for them with the wiring diagram and specs if you want to avoid swapping parts and would prefer to test them instead
