Yes. A great many people do not understand this. I did a study years ago about cattle feeding and arrived at the same conclusion. It's simply how the capitalist system works. We think we can use central planning to ensure some level of profit, but it is an illusion - all we do is to ensure full production and low prices. Every so often, demand catches up, and we have something like we just came through - but it is always temporary, and we pay the price following the good years.

Paraphrasing Churchill - Capitalism is the worst system except for everything else that has been tried.
